2006年7月20日，"环北部湾经济合作论坛"在广西南宁举行，广西壮族自治区党委书记刘奇葆在演讲中提出泛北部湾经济合作的重要构想。刘奇葆认为，广西位于东盟经济圈、泛珠三角经济圈以及中国西部经济圈三圈交汇之处，是中国西南乃至整个中国面向东盟的最佳海上通道和陆上通道。这样一种极具战略意义的地缘优势，已经可以成为中国与东盟经济增长的绝佳动力。
刘奇葆进一步阐述"泛北"经济合作的关联意义上，思路相当开阔而具操作性。他提出，将"泛北合作"与大湄公河合作分别作为中国－东盟次区域合作的两翼，同时构建南宁－新加坡经济走廊，把这一走廊作为中轴架构，起着"脊梁"的作用。
这是一个重大的关联战略构想，这是一个突破性的区域经济创新，这是一个开启次区域合作思维空间的经典架构，这是一个对全球发展中国家都可能具有重大创新、示范意义的南南合作新思路！第七章通过"泛北战略--全新财富线路图、国家战略就是关联战略、泛北共识的重大突破、走向合纵连横新时代"等文，以关联战略与关联规律揭示了"泛北合作"的趋势。
Chapter 7 ： The Trend of the Cooperation in Pan-BeiBu Gulf
Introduction：
The Forum of Economic Cooperation of Beibu Gulf Ring was held on July 20，2006 in Nanning，Guangxi. Liu Qibao， secretary of the CPC Guangxi Committee proposed an important concept for the Pan-BeiBu Gulf Economic Cooperation in his speech. He pointed out that situated in the intersections of three economic circles of the ASEAN，Pan-Pearl River Delta and the western China，Guangxi is the best sea route and land gateway to the ASEAN for the southwestern China and even the whole country. This geographic advantage of strategic importance is the best driving force for the economic development of China and the ASEAN.
Liu Qibao further expounded the significance of the relating in economic cooperation in Pan-BeiBu Gulf. He advocated that the economic cooperation in Pan-BeiBu Gulf and Greater Mekong Sub-region (GMS) should become the “Two Wings” of the sub-regional cooperation between China and the ASEAN and at the same time，constitutes “Nanning-Singapore Economic Corridor” that will serve as the axis and “backbone” of the economic development structure.
This is a vital relating strategic conception，a breakthrough in the innovation of regional economy and a classic structure in the space of thinking of sub-regional cooperation，which will be of great significance of innovation and modeling effect of the South-South Cooperation for the developing countries of the world.
Chapter 7 reveals the new trend of the cooperation in the Pan-Beibu Gulf through the analyses of “the strategies for the Pan-Beibu Gulf cooperation，a brand new route map to wealth”，“the national strategy being the relating strategy”， “a breakthrough in the consensus of the cooperation in Pan-Beibu Gulf” and “the cooperation in PanBeibu Gulf leading China and ASEAN onto a new era”.
