ˇ@ˇ@The Ministry of Foreign Trade and
Economic Cooperation (MOFTEC) announced an anti-dumping investigation into
cold-rolled steel plate imported from Russia, the Republic of Korea, Ukraine,
Kazakhstan and as well as the Taiwan region in its notice on March 23, 2002.
ˇ@ˇ@The product is listed under No.
72091500ˇB72091600ˇB72091700ˇB72091800ˇB72092500ˇB72092600ˇB72092700ˇB72092800ˇB72099000ˇB72112300ˇB72112900ˇB72119000
in the import tariffs of the General Administration of Chinese Customs. The
investigation doesnˇ¦t include the cold-rolled steel plate for producing tinplate
listed under No. 72091800 in the import tariffs 2001 of the General
Administration of Chinese Customs.
ˇ@ˇ@MOFTEC has made the investigation
on dumping and the range of dumping of the investigated products. State Economic
and Trade Commission has made the investigation on damage and the degree of
damage of the investigated products to Chinaˇ¦s industries. Approved by First
Conference of Tenth National Peopleˇ¦s Congress, the Ministry of Commerce will
carry out the anti-dumping investigation. The Ministry of Commerce has made
tentative judgment according to the investigation and Anti-dumping Regulations
of the Peopleˇ¦s Republic of China.
ˇ@ˇ@According to the investigation, the
Ministry of Commerce affirmed that dumping of the investigated product has made
substantive damage to Chinaˇ¦s industries.

ˇ@ˇ@Since the investigated product is special in
the market, the Ministry of Commerce decided to put off carrying out temporary
anti- dumping investigations on cold-rolled steel plate imported from Russia,
the Republic of Korea, Ukraine, Kazakhstan and as well as the Taiwan region.
Whether the temporary anti-dumping investigation will be resumed will be decided
in the light of specific conditions. The investigation on the anti-dumping case
will be continued till the final judgment

can provide written comment and related evidence in 20 days after the Notice is
issued. The Ministry of Commerce will consider according to the law. Enditem
