The Ministry of Commerce received
a formal application for anti-dumping investigation made by two Chemical
Corporations from Sichuan and Zhejiang on behalf of domestic Chloroform
industries on Mar. 20, 2003. The applicants asked for an anti-dumping
investigation into Chloroform imported from European Union, the Republic of
Korea, USA and India.
The Ministry of Commerce
has examined the qualification of the applicants, the products applied for
investigation, domestic products of the same kind, damage and the degree of
damage of the product to domestic industries, related issues of the countries
and region applied for investigation and the evidence of damage caused by
dumping furnished in the application.
According to the
examination and the Anti-dumping Regulations of the People’s Republic of China,
the Ministry of Commerce will start an anti-dumping investigation into
Chloroform (purity點99%) imported from above four countries as of the Notice is
issued. The investigated product is listed under No. 29031300 in the 2003
tariffs of the General Administration of Chinese Customs. The term of
investigation on dumping is from Jan. 1 to Dec. 31, 2002. The term of
investigation on damage to domestic industries is from Jan. 1, 1999 to Dec. 31,
2002
The
interested parties can register in the Fair Trading Office of the Ministry of
Commerce to respond to charges of investigation on dumping and damage to
domestic industries in 20 days after the Notice is issued. At the same time,
related importers or producers of the investigated countries should provide the
quantity and amount of the product exported to China during dumping
investigation term, and the production capacity, output, stock, plan of
construction and extension, the quantity and amount of the product exported to
China during the term of investigation on damage to domestic industries.
The
interested parties can look up the unclassified version of the application
handed in by the applicants in the Open Information Look-up Office of the
Ministry of Commerce during above period.
The investigation apparatus
will investigate by questionnaire, sampling, hearing and spot check.
The
investigation will begin as of May 30, 2003 and finish normally before May 30,
2004. In case of special situation the investigation could be extended to Nov.
