1 NEW ANTI-DUMPING DUTIES

The U.S. Commerce Department on Thursday set preliminary anti-dumping duties (CVD) on imports of oil pipes from China, the biggest U.S. trade action against China.
The preliminary decision comes a week before President Barack Obama's visit to China.
The duties include a 36.53 percent levy on certain "oil tubular goods" produced by Tianjin Pipe International Economic and Trading Corporation, and other unspecified companies. Commerce also set a preliminary 99.14 percent "China-wide" anti-dumping duty on other producers and exporters.
Since taking office in January, the Obama administration has initiated at least a dozen anti-dumping investigations against products from China.
2 DUTCH TOURISTS KILLED IN CHINA SEA

Local maritime authorities released a statement, Friday, saying 2 Dutch tourists are confirmed dead in an accident off the South China coast.

Two Dutch tourists were confirmed dead and nine other people injured, after a passenger ship collided with a coal-carrying vessel in waters off Guangdong Province, Thursday.
Local maritime authorities said the identities of the Dutch tourists were not immediately available.
Two of the foreign injured women, were also confirmed to be Dutch nationals. They are being treated in the Panyu Central Hospital. The hospital is also treating four locals from Guangdong.
SOUNDBITE: Liang Xingming, Deputy director of the Emergency Treatment Department of the hospital "One of the women injured her spine, and the other received minor facial injuries. Both of them are in stable condition after our treatment. Among the four injured from Panyu, one accepted operation on bones, one is in hospital with eye problem, the rest can be discharged."
Two of the other three injured, who were taken to the Hexian Hospital in Panyu, have been discharged.
One, who remained in hospital, has been confirmed to be a Hong Kong resident. A hospital spokesman said he suffered severe fractures.
A provincial maritime affairs bureau statement said all casualties occurred on the passenger ship. Nobody on the coal freighter was hurt.
The bureau said the passenger ship was travelling from Hong Kong to Guangzhou.
Tag: According to an initial investigation, the bow of the freighter hit the port side of the passenger ship as they were moving towards each other in a sea lane near Lianhuashan Port in Panyu.
3 19 KILLED BY DRIVER IN N CHINA

Local police have confirmed at least 19 people were killed after a truck ran into a roadside crowd Thursday, in Luanxian county, Hebei province. Few details are available but it is confirmed a truck ran into the rear of another vehicle, and then drove into a roadside crowd. Initial reports say 32 people were hospitalized. 19 are confirmed dead. Local police have detained the driver and owner of the truck.
4 GANG LEADER GETS 20-YEAR JAIL

Li Yi, a convicted gang leader in Chongqing, was sentenced to 20 years jail by the the Second Intermediate Court of Chongqing, Thursday.
Li is convicted of organizing a crime gang that intentionally injured seven people and took money in racketeering over the past eight years.
Li was also fined about 145,000 U.S. dollars, at the end of the first trial.
25 other members of the gang received jail terms from six months to 17 years. More than half of them are under 30 years old. The youngest is 18.
A court spokesman says Li organized the crime gang in 2001 and made more than 3 million yuan through racketeering.
No more official details have been released.
5 POLICE UNDER FIRE OVER PROSTITUTE ARREST

The police of Zhenzhou City, in Henan Province, have come under fire as a video clip and pictures of the rough arrest of a prostitute spread rapidly online.
The video, that showed a naked woman violently grabbed, was posted on Monday and quickly spread across popular websites in China.
More than 90 percent of the comments by the Internet users considered the rough arrest inhumane and an infringement of human rights.
6 MAFIA RING LEADER EXECUTED

A Mafia ring leader, who is also son of a former high-ranking city official, was executed Thursday by lethal injection in Changchun, capital of northeast China's Jilin Province.
Xu Wei, 42, was convicted of murder, kidnapping, intentional injury, extortion and other crimes. He was sentenced to death by the Changchun Intermediate People's Court on Sept. 20, 2007.
Xu was deputy manager of Yushu City Thermal Power Co. and son of Xu Fengshan, former deputy mayor of Yushu city.
7 CHINA FIGHTS HUMAN TRAFFICKING RINGS

A nationwide crackdown on human trafficking has uncovered 982 criminal rings in the past 7 months. Yang Dong, deputy director of the Criminal Investigation Department under the Ministry of Public Security said Thursday more than 6, 000 victims have been rescued and some 6, 200 suspects detained. Yang said the ministry has ordered police bureaus nationwide to launch investigation immediately after children are reported to be missing. The requirement came after people complained that departments began their probe only 24 hours after people went missing. The government estimates around 2, 500 children are abducted each year. Yang says it is more common in rural and remote areas.
8 CHINESE MAINLAND REOPRTS 1 MORE DEATH FROM A/H1N1

The Chinese mainland reported one more death from A/H1N1 flu Friday, bringing the total number of death to at least 13, authorities said.
The new death case, reported in northern China's Inner Mongolia Autonomous Region, was a 65-year-old woman named Zhao Xiuqin.

"The patient is a 65-year-old woman named Zhao Xiuqin. She was hospitalized at noon on Monday in Ulanqad city and was tested A/H1N1 positive. She died at around 1:10 p.m. Thursday, after developing complications involving other conditions, including tracheitis, cardio-vascular disease and kidney disfunction. "
Twelve deaths from A/H1N1 have been reported from Beijing, Tibet, Qinghai, Xinjiang, Heilongjiang, Guangxi, Hunan, Zhejiang, Hebei, Ningxia and Gansu.
The government has announced that students, medical staff, public servants and senior citizens can receive free A/H1N1 flu vaccines.
As the first country to issue a production license for A/H1N1 vaccines, China had inoculated more than 3.78 million people as of Oct. 31, with no reports of serious adverse reaction, according to the Ministry of Health.
As of Wednesday, more than 51,490 confirmed A/H1N1 flu cases had been reported on the Chinese mainland, 38,644 of whom had recovered. Among the 153 serious cases, 110 were still in hospital, the ministry said.
9 CHINA: DEVELOPED COUNTRIES SHOULD CUT EMISSIONS FIRST
Intro: China on Thursday said developed countries should take the lead in quantitative and massive emissions reduction, and provide support for developing countries in tackling climate change.

Ma Zhaoxu at the Foreign Ministry said Thursday that developed countries should massively cut emissions first, and provide support for developing countries in tackling climate change.
Ma was asked to comment on U.S. climate envoy Todd Stern's remarks on Wednesday.
Soundbite: Chinese Foreign Ministry spokesman Ma Zhaoxu "On this precondition, developing countries would take appropriate measures to mitigate their own emissions."
Stern told the House Foreign Affairs Committee, Wednesday, that the United States would not agree to targets cutting greenhouse gas emissions unless developing countries, particularly China, made similar moves.
Soundbite: Ma Zhaoxu, Chinese Foreign Ministry spokesman "China's viewpoint was the consensus reached by the international community, and the core content of the United Nations Framework Convention on Climate Change."
He said China has made great contributions to tackling climate change.
President Hu Jintao announced important steps to further combat climate change at the UN climate change summit in September. He pledged to reduce CO2 emissions per unit of GDP by 2020 by a "notable margin", setting China on a track to slow down greenhouse gas emissions.
Soundbite: Ma Zhaoxu, Chinese Foreign Ministry spokesman "China had taken the climate change seriously, set clear goals and acted vigorously."
Ma said there were huge differences in terms of economic development and economic levels between developed and developing countries, and also between China and the United States.
He said that China's mitigation actions were in line with the Bali roadmap and basic principles of the UN Framework Convention on Climate Change, particularly the principle of "common but differentiated responsibilities."

Ma's comments, at the weekly Foreign Ministry press conference, come only weeks early of the Copenhagen Summit. Divisions between developed and developing countries are threatening to maim a Copenhagen Climate deal to replace the Kyoto protocol.

Chinese Premier Wen Jiabao left Beijing Friday for an official visit to Egypt.
Chinese Foreign Ministry spokesman Ma Zhaoxu said last week, Wen will meet Egyptian President Hosni Mubarak and Prime Minister Ahmed Nazef.
Wen will also attend the opening ceremony of the fourth ministerial meeting of the Forum on China-Africa Cooperation.
Chinese Foreign Minister Yang Jiechi and Commerce Minister Chen Deming are accompanying Wen.
11 ANTI-PIRACY CONFERENCE IN GULF OF ADEN

Foreign Ministry spokesman, Ma Zhaoxu said Thursday China will host an international conference on Friday and Saturday to coordinate anti-piracy escorts in the Gulf of Aden. The conference will consider how to coordinate effective international cooperation. China would cooperate with all countries and organizations to achieve peace and stability in the waters off Somalia. Ma said representatives from Russia, Japan, India, the European Union and NATO are attending the conference.
12 CROSS-STRAIT COOPERATION TO BE CEMENTED
Intro: A leading Taiwanese delegation arrived in Shanghai, Thursday. the visit is aimed at strengthening cross-straight ties in agriculture and fishery. China News has more.

Vice chairman of Taiwan's People First Party Chang Chau-hsiung is heading the delegation of 53 experts in agriculture, fishery, irrigation and disaster prevention, seeking for cementing cross-Strait cooperation in these areas.

13 TAIWAN STRUCK BY EARTHQUAKES

The China earthquake Network said two earthquakes measuring 5.9 and 5.4 on the Richter scale respectively struck central Taiwan in two hours, Thursday. Nantou county,in central Taiwan, was jolted at about 5.30pm. There were no initial reports of major damage. In Nantou's Mingjian Township, the quake cut off electricity and some houses were cracked or fractured. Cities of Fuzhou and Xiamen in the mainland and Hong Kong, also felt the tremors.
14 WATNEY STEALS TIGER'S THUNDER

Nick Watney fired an eight-under-par 64 to race into a two-shot lead after the opening round of the WGC-HSBC Champions on Thursday in Shanghai. Meanwhile World Number One Tiger Woods sits a stroke further behind in a tie for fifth.
Fellow American Ryan Moore, Germany's Martin Kaymer and Northern Ireland's Shane Lowry are in a share of second after firing 66s.
Sitting alongside Woods is Anthony Kim, Chinese Taipai's Wen-tang and a resurgent Paul Casey.
Woods complained Thursday about spectators taking photos, despite signboards posted around Sheshan International Golf Course, reminding fans not to use their phones or take pictures. And fans were not in short supply, with more people watching on Thursday than over the weekend last year.
15 UP AND COMING ASIAN GOLFERS

Meanwhile, several emerging young players have been attracting attention on the course at the HSBC Champions in Shanghai. China News has more.

Among the Asian emerging stars at this year's HSBC Champion's in Shanghai, Chinese player Liang Wenchong and Asia's first Major champion, South Korean, Yang Yong-eun have been the most followed.
Soundbite (Chinese) Mr. Bai, audience: "I like Liang Wenchong, he became the first Chinese champion on the inaugural OneAsia series, and had just won the second rate on Singapore Masters. He is quite impressive."
Yang Yong-eun of South Korea said at the press conference Tuesday, the upgraded HSBC Champions will bring more opportunities to Asian golfers.
Soundbite (Korean) Yang Yong-eun, South Korean golf player: "I had won the champion here in 2006. HSBC Champions is a good opportunity for Asian players. I think, more and more Asian players will improve their performance in this course."
South Korean players are already among the world's best golfers. It has five female players in the top 20 in the world rankings and 35 in the top 100.

16 UNDERSEA TUNNEL RUNS THROUGH

The first undersea tunnel in Chinese mainland was dug through in Xiamen, a coastal city in Fujian Province, Thursday.
The 8,695-meter-long tunnel will cut travel time between Xiamen Island and Xiang'an district from an hour and a half to 8 minutes.
With a total investment of more than 440 million U.S. dollars, the tunnel is built 70 meters under the sea level.
Started in September 2005, 90 percent of the construction of the tunnel's main part is now completed.
17 RAILWAY WILL BE READY BY YEARS END

The local Xinjiang government said Thursday, the region is to put four new railways into operation in its northern part by the end of the year.
The local government said the railways will be completed and will start before the beginning of 2010. They were started in 2004.
The lines will link Yili, Altay and Karamay in northern Xinjiang, with other parts of China and Central Asia. Luo Jinbao, head of the Urumqi Railway Bureau, didn't give the exact timetable.
18 HEILONGJIANG GRAIN OUTPUT PROSPECTS

The Agricultural Commission in Heilongjiang province said Wednesday it expects the grain yield of the province to rise this year, despite a severe drought in the summer.
Government statistics show in the fist half of August, precipitation in the province was down 70 percent, compared with 2008.
As of Aug. 18, more than 11 percent of cropland was affected by drought.
Despite not knowing final figures, the government projects the total output of grain will reach 42.5 kilograms. It says that is an almost 0.60% increase from 2008.
Heilongjiang mainly grows rice, corn, soybean and wheat.
It is one of China' s major grain production bases, where about 70 percent of its total grain yield goes on the market for sale.

19 SHANDONG PORT 'EXPECTS' RISE

The Shandong Marine Fishery department released it's third quarter figures this week.
In the first three quarters of 2009, throughput of coastal port in Shandong increased by more than 10% from the same period last year.
In other vital Chinese ports in the region, especially Qingdao, increases were also evident.
The figures came admit concerns there would be a slump this season, with the effects of the on-going global economic crisis.
20 CHINA FORECAST - AVIATION SUBCONTRACT INDUSTRY xVO
Experts from China's aviation industry were in Xi'an, Thursday, attending the Xi'an Aviation Subcontract Production and International Cooperation Forum.
Zhou Ruojun, vice director of the Ministry of Commerce's Department of Mechanic, Electronic and Hi-Tech Industry said he is optimistic about China's prospects for a booming period in the coming years.
He says the capital value of China's aviation subcontract production has reached 640 million dollars in 2008.
Zhou estimates the global procurement volume for aviation components will be around 600 billion dollars in the next 20 years.
He says several foreign aviation giants have already eyed China's aviation subcontract production.
21 CHINA WANTS PEACEFUL OUTER SPACE
CAM Foreign Ministry spokesman Ma Zhaoxu said on Thursday, China has always advocated to utilize the outer space peacefully, and is opposed to weaponization and an arms race there.
He said, "China has never and will not participate in any outer space arms race in any form."
22 PHOTO EXPO IN CHONGQING

An eight meter high photograph that captures a relaxing moment of previous Chinese leaders Mao Zedong, Zhou Enlai and Deng Xiaoping is one of the photographs attracting attention in Chongqing this week.
Now-president of the Chinese photography association, Yang Shaoming took the photo, called "Infinite Spring" when he was only 17 years old.
It is being shown alongside a series of photos by renowned Chinese photographers at the Three Gorges Museum of Chongqing.
The museum says some of the more-popular photos are on public display for the first time.
The exhibition, which was opened last Saturday, ends Friday and will tour to Macau.
23 ROBOT FAIR
Intro: At a robot fair in Shanghai, China has been dubbed one of the most potential markets for production and application. China News has more.

At the China International Industrial Fair in Shanghai Thursday, a report was released saying China has become a market with a great potential for robot production and application.
At the fair, enterprises launched and displayed their newly-invented robots.
The IRB120 was on display, and is pegged as one of the smallest and fastest six-axis robots in the world.
SOUNDBITE (Chinese): Zhang Hui, Manager of Robot Division, ABB Research Center "The smallest robot we produced before weighed about 100 kilograms, but the IRB120 only weighs about 25 kilograms as heavy as a six or seven year old child."
Intelligent robots were a highlight at the fair. The high speed-fist robot can sort out small pieces of items with different shapes, and can separate different colors.
SOUNDBITE (Chinese): Zhang Hui, Manager of Robot Division, ABB Research Center "Five to ten years before, the automobile industry took up 70%-80% of the application of industrial robots. Now the percentage has dropped by 30%. Electronic industry is a newly-developed industry especially in Asian countries, including China. The percentage of automation application has risen to 14%-15%."
According to the 2009 World Robotics Report released at the fair, Japan, North America and Germany together take up 60% of the industrial robots market, while China is quickly growing into the market with great potential.
SOUNDBITE (English): Daniela Dietz, Director of Asia Business Development, German Engineering Federation Robotics and Automation "It is interesting for me to see Chinese companies in the automation field. Because in Germany we are quite known for automation and a bit used to doing it and also developing it further. When I came to China and I see they are not sleeping they are doing very well They have nice product and interesting innovations and I am really happy to see this and watch this country develop into a really interesting market."
Tag: Robots were in high demand from 2005 to 2008. The past year has reported slightly sluggish results, as an offset of the global financial crisis. Experts at the fair expect the growth rate to recover before 2012.
24 SHANGHAI EXPO FORUM IN JINAN
VO "Harmonious Jinan City of Springs" started Thursday morning in Jinan, Shandong Province.
Sponsored by the Shanghai Expo and Shandong Provincial Government, the forum is aimed at promoting the development and construction of Jinan.
Urban construction and planning experts voiced suggestions about proposed blueprints of the city's urban innovation and sustainable development.
Shanghai Expo forums are being held across the country. It aims at extending the Expo's influence across the nation and encouraging cities to get involved.
Jinan is the fifteenth city holding the forum after Changsha, Lan Zhou and other 12 cities.
25 MASS WEDDING FOR DISABLED COUPLES

A mass wedding ceremony was held for 11 disabled couples in Chixia square of Hero Hill in Jinan, capital city of east China's Shandong province, Friday.
Li Minghua, one of the brides who has suffered leg disability ever since her childhood, is optimistic with her life. And she is working with Jinan children's rehabilitation centers.
SOUNDBITE: Li Bao jin, Li Minghua's father "I'm excited and satisfied with the mass wedding. I come from my home town to take part in my daughter's wedding. There are so many warmhearted people who give their love to help in the ceremony which is free of charge. Thanks all the organizers and everyone here."
The wedding, themed "My Brothers and Sisters," was organized by the local Federation of the Disabled.
