UNITED NATIONS, July 21 (Xinhua) -- The United Nations Security Council is
due to hold an open meeting at 10 a.m. (1400 GMT) Tuesday to hear a briefing by
UN Special Representative Sergio de Mello on the world body's efforts in helping
rebuild war-battered Iraq.

Fred Eckhard told reporters Monday that Spanish Foreign
Minister Ana Palacio will preside over the public meeting, at which UN
Secretary-General Kofi Annan and members of the council will also speak.
Spain holds this month's rotating presidency of the 15-nation council.
Fred said a three-member delegation dispatched by the Iraqi Governing
Council will also attend the session and one of them is expected to deliver a
speech at the invitation of the council under its rules of procedures.
De Mello, who was appointed the UN top post for Iraq in late May, will
present at the meeting a 23-page report Annan submitted to the council last
Friday.
In the report, Annan called for the United States and Britain to return
rule to the Iraqis quickly and come up with a road map for the end of their
military occupation.
He said that during consultations with a broad representation of Iraqi
society, de Mello found an overwhelming demand for self rule without democracy
being imposed from the outside.
Other concerns relayed to de Mello include the
precarious security situation and the treatment and conditions of detention of
Iraqis arrested by the occupying powers for a variety of offenses.
